{"id":2041,"date":"2020-10-06T03:15:00","date_gmt":"2020-10-06T07:15:00","guid":{"rendered":"https:\/\/www.hcbsproviderservices.com\/info\/?p=2041"},"modified":"2021-01-02T03:28:09","modified_gmt":"2021-01-02T08:28:09","slug":"update-provider-relief","status":"publish","type":"post","link":"https:\/\/www.hcbsproviderservices.com\/info\/update-provider-relief\/","title":{"rendered":"Update on Provider Relief Fund &#8211; Phase 3 General Distribution"},"content":{"rendered":"<p>The U.S. Department of Health and Human Services, through the Health Resources and Services Administration (HRSA), has announced $20 billion in new funding that is available for distribution through Phase 3 of the Provider Relief Fund (PRF). Providers will have from October 5, 2020 through November 6, 2020 to apply for Phase 3 General Distribution funding. Qualified providers of health care services and supports may receive Provider Relief Fund Payments (PRF) for healthcare-related expenses or lost revenue due to COVID-19. Funds received from the Provider Relief Fund do not need to be repaid to the US Government assuming providers comply with the terms and conditions.<\/p>\n<p><em><strong>Eligibility:<\/strong><\/em><\/p>\n<p>All providers eligible for a previous PRF distribution, plus new 2020 providers and behavioral health providers may apply. Providers may be eligible regardless of whether they were eligible for, applied for, received, accepted, or rejected payment from prior PRF distributions. Previously ineligible providers, such as those who began practicing in 2020 are strongly encouraged to apply, and an expanded group of behavioral health providers confronting the emergence of increased mental health and substance use issues exacerbated by the pandemic are also eligible for relief payments.<\/p>\n<p><strong>To be eligible to apply, the applicant must meet at least one of the following criteria:<\/strong><\/p>\n<ul>\n<li>Billed Medicaid \/ CHIP programs or Medicaid managed care plans for health-related services between January 1, 2018 \u2013 March 31, 2020; or<\/li>\n<li>Billed a health insurance company for oral healthcare-related services as a dental service provider as of March 31, 2020; or<\/li>\n<li>Be a licensed dental service provider as of March 31, 2020 who does not accept insurance and has billed patients for oral healthcare-related services; or<\/li>\n<li>Billed Medicare fee-for-service during the period of January 1, 2019 &#8211; March 31, 2020; or<\/li>\n<li>Be a Medicare Part A provider that experienced a CMS approved change in ownership prior to August 10, 2020; or<\/li>\n<li>Be a state-licensed \/ certified assisted living facility as of March 31, 2020; or<\/li>\n<li>Be a behavioral health provider as of March 31, 2020 who has billed a health insurance company or who does not accept insurance and has billed patients for healthcare-related services as of March 31, 2020<\/li>\n<\/ul>\n<p><strong>Additionally, to be eligible to apply, the applicant must meet all of the following requirements:<\/strong><\/p>\n<ul>\n<li>Filed a federal income tax return for fiscal years 2017, 2018, 2019 if in operation before January 1, 2020; or be exempt from filing a return; and<\/li>\n<li>Provided patient care after January 31, 2020 (Note: patient care includes health care, services, and support, as provided in a medical setting, at home, or in the community); and<\/li>\n<li>Did not permanently cease providing patient care directly or indirectly; and<\/li>\n<li>For individuals providing care before January 1, 2020, have gross receipts or sales from patient care reported on Form 1040 (or other tax form)<\/li>\n<li>Receipt of funds from SBA and FEMA for coronavirus recovery or of Medicaid HCBS retainer payments will not preclude a healthcare provider from being eligible.<\/li>\n<\/ul>\n<p><em><strong>How to apply for funding:<\/strong><\/em><\/p>\n<p>Instructions on how to apply for the Phase 3 General Distribution may be located by selecting the following link: <a href=\"https:\/\/www.hhs.gov\/sites\/default\/files\/provider-distribution-instructions.pdf\">https:\/\/www.hhs.gov\/sites\/default\/files\/provider-distribution-instructions.pdf<\/a>.
